Anti-Tillegra Dam crusade outfoxed

THE NSW Government has used its controversial "3A" planning powers to declare Tillegra Dam "critical infrastructure", restricting public input to the project and eliminating any chance of appeal.

Critical infrastructure declarations are rare. Recent examples have included the proposed Hunter to Queensland gas pipeline and Sydney's desalination plant.

The dam declaration appeared in the Government Gazette's January 9 issue and has prompted a furious response from dam opponents.

In recent weeks the Rees Government has broken funding undertakings made at the time of the dam's surprise announcement in 2006.

The Government had promised that water sales to the Central Coast (then in drought), developer levies and a division of charges determined by the Independent Pricing and Regulatory Tribunal would finance the dam.

But the Central Coast no longer wants water from the dam, the Government recently declared developers would be exempt from any payments and Water Minister Phil Costa has promised residents of Central Coast marginal seats that they will not have to pay.

Greens MP John Kaye said the Government had landed the whole cost of the $400 million project on "the inescapable mug punter" Hunter Water customers and was now determined to make sure its victims had no chance to escape.

"So far there have been no independent studies into any significant aspect of the Tillegra Dam proposal and this move means now there never will be," Mr Kaye said.

The Herald was unable to obtain comment from Minister for the Hunter Jodi McKay.

Member for the Upper Hunter, George Souris, reiterated a Coalition promise to revoke the controversial laws.

"This dam will have a crushing impact on the economy of the Dungog area," Mr Souris said.

"It will have masses of impacts and no compensation. No wonder they don't want to allow much local input."

A representative of the Dungog-based No Tillegra protest group, Ms Sally Corbett, said she was disgusted.

"This is exactly what we have come to expect from Labor," she said.

"There has been no change from the Iemma-Costa days."

Being outfoxed is one thing but remember the fox has teeth and can bite pollies on the bum! it will be interesting to see how "independent" IPART is now!

Its time to stop wasting time and energy on this government, we have several choices 1. move to another state 2. Just be satisfied with being shafted by this government 3.call for a petition to the governor of NSW to remove this incompenent excuse for a goverment. The list of stuffups is endless health,roads,tolls,electricity,water etc, they are not running this state, public servants are especially the so called Independant and regulatory pricing tribunal. Its time we had real politicians to make decisions for us lots of Independants might be a good wake up call.

Part 3A was always there to assist the authorities to approve something which normally would have been thrown out before it got to first base. This is another move by this Govt to prop up its appalling electoral position, and try to use legislation for something which is very much on the nose. On one hand we have Phillip Costa making wild annoucements about not using developer levies or Central Coast ratepayers money to fund the $400m plus project, and yet they now use a draconian piece of legislation to push the project through. But it still remains unviable, not wanted by the people of the Hunter but being placed unfairly at their feet to pay for it. The only way to stop this nonsense is to let the state members of the Hunter know they maybe looking for another job at the next election in 2011. Hit them where it will hurt most, THEIR hip pocket, not ours.

This is single handedly one of the biggest acts of thuggery by a state government I have ever heard of and I remember who introduced these new planning laws - the former planning minister now man who wants to NSW Premier..Frank Sartor. The NSW Labor Government - undemocratic thugs who want to send the people of Newcastle and the Hunter Valley broke

Tillegra Dam looks to be a rare case of government planning for the future and building infrastructure at the right time instead of when it's too late. Sounds like a positive thing to me. We don't need the dam yet, but we will need it in a few years time. Let's get on with it. Perhaps Dungog people opposed to the dam need to get over it and move on.

Bring on 2011 Well Jodi McKay the new Premier has sounded you death knell to be re-elected to state parliament. What chance you did have has now been extinguished with the increase in water rates that will come to the hunter for a dam that will not supply the Hunter and that no one else wants except the State Labor party. This then begs the question what is the Labor Party getting out of this especially since they have announced that developers would be exempt from any payments and it will cost them all the safe seats in the Hunter not to mention there slim chance they ever had to be re-elected.

So lets get this straight - the ALP Govt's response to criticism of an infrustructure stuff up of theirs - Tillegra Dam - is that they prevent anyone having a say on it, and effectively cover it up. I can guess what the response of people in the upper Hunter (and hopefully the rest of the Hunter) will be - don't let the ALP ever have a say on anything in the Hunter again - by voting them out at the next election (if that isn't inevitable already). Bring on the double dissolution!! Can't wait to chain myself to a tree.

We need this type of infrastrtucture and past governments have been afraid to do anything. It about time a government had the courage to make hard decisions. All the coalition is doing is pandering to a vocal minority.

Until the voters of Newcastle and the Hunter Region awake from the sublime and get the elected working for local needs in which the only way is in becoming a swinging seat regardless of your preference think about it people this is our home and future there fooling with.
