Health fears as Hunter's illegal brothels flourish

THE Lower Hunter's backyard sex industry is flourishing, with illegal brothels outnumbering licensed operators by up to four to one, lobby groups and counsellors claim.

Legal brothel owners and welfare workers say dozens of rented suburban rooms across the region are being used for illegal sex trade, increasing the risk of sexually transmitted disease.

And yet only one illegal brothel has been closed down in the past two years.

That is despite the State Government passing legislation in late 2007 to make it easier for local councils to act.

The Adult Business Association, which represents the licensed brothel industry, estimates that between 400 and 500 illegal brothels operate in NSW.

"That's a conservative estimate," association spokesman Chris Seage said.

The Newcastle local government area has 16 DA-approved brothels, Maitland has one and Port Stephens and Lake Macquarie have none.

Mr Seage said Newcastle's recent police crackdown on sex workers on the Islington "strip" was likely to have increased the number of home prostitution businesses in the region.

The most recent Centrelink fraud investigation data from 2007 reported 42 illegal sex operations in the Hunter.

"At that stage street prostitution was in full swing," Mr Seage said.

"Now it has been cleaned up it's quite conceivable that the figure would be higher."

The recent increase in gonorrhoea cases in the Hunter was partly attributable to unlicensed sex workers, he said.

"A lot of illegal operators have no regard for their own safety or clients," Mr Seage said.

"Legal brothels have to adhere to very strict guidelines. It's easy to rent a couple of rooms in a house but in the end everyone loses."

Newcastle City Council manager of compliance services Adam Gilligan said few complaints were received about illegal brothels compared with other land-use issues.

"In the majority of cases, complaints about unauthorised brothels are from other brothel operators," he said.

"It is rare for brothel complaints to relate to actual impacts on public health, safety or the environment."

A Lake Macquarie Council spokeswoman said only one complaint had been received over the past 12 months relating to a sex worker operating from a residence in Redhead.

The property was rented and the lease was not renewed upon expiry.

A former Maitland Road, Islington sex worker told The Herald she had no doubt the area's prostitutes were still active.

"Prohibition doesn't work. It just moves the problem to another place," Anna, who did not want to be identified, said.

"If the girls have been moved on they will just be working from somewhere else."

"A former Maitland Road, Islington sex worker told The Herald she had no doubt the area's prostitutes were still active." - this is correct, so dont just blame the police and the governments half baked crack down on islingtons illegally operating street prostitutes for these illegal brothels around the place. there is still illegal activity in islington.... what the hell are the authorities doing? get the tax office involved, get centrelink involved, get the council involved. these people are claiming tax payer funded benefits and getting a wage...... the industry needs to be much better regulated and policed. the reason the illegaly operating brothels are around is because their prosititutes cant get a job in a legitimate brothel because they are drug addicted. if i ran a home brew bar in my shed i would be jumped on from a great height.... why a slack attitude to these operators exists is confusing to many people. the government, police, tax office and centrelink seem to just want to turn a blind eye to illegal sex workers. why?

I'd propose that a community funded co-operative be established to accommodate the 'illegal workers'. The co-op could establish and manage a facility to allow members to provide their services in a safe and regulated environment in return for a nominal rental fee. Lets be proactive and stop pretending this issue will vanish into thin air.

Seems the real culprit behind all this, the paying customer, is not even mentioned. Surely customers know the services they use are not legal brothels. As far as STDs are concerned one would assume most clents are sensible enough to ensure they protect themselves through safe sex. They know they are seeing a sex worker and would place this as a high priority. Protection is a two way street and rests with both parties. One would assume why there is a demand for the product it will never go away. If the provider and client are happy with the arrangement and are maintaining a low profile no wonder there is little that can be done. Plus I under the impression the recent STD outbreak in Newcastle (according to reports) was more attributable to men to men contact.

Redemption> that was my first thought. Couldnt the cops just go through the paper ads, set up a meeting and make an arrest. You could sort out Centerlink wroughting at the same time and probably get info on higher level drug dealers as well.

If my memory serves me correctly, there was uproar over a DA approval for a brothel in the Toronto industrial area. All the information was published in the forum, so how deos Lake Macquarie miss out in the article. I think there are many missing from the figures.

Well i think the whole thing legal or illegal is disgusting i think if you go to these places you are asking for trouble no client is blood tested or anything personally if you go these filthy places you deserve to get sick.

It's perfectly legal to be an independent sex worker in NSW and we know more about safer sex practices than the average person picking up someone in a bar and taking them home drunk for a wild fling. If Chris Seage is so concerned about the increase of STIs perhaps he should be handing out condoms and lube at the local pub and clubs each night and leave us sex workers alone. Let's face it - he's only having a constant go at us independent sex workers because we've chosen NOT to work in 'brothels' run by ABA members. If he's so much of a stickler for adhering to the rules then perhaps he will make sure that all ABA brothels have different sized condoms, lube, gloves and dams available FOR FREE (as outlined by Workcover) as currently alot of places CHARGE for them. Perhaps he will make sure that the ABA run brothels stop ILLEGALLY fining their staff (for turning up 10 minutes late, for calling in sick, for not wearing the right stockings, for refusing a client etc etc). People in glass houses......
