Staff allege Newcastle City Council riddled with bullying

12 May, 2009 04:00 AM
A STORM has erupted in Newcastle City Council with staff alleging the organisation's culture is riddled with bullying and hampered by mismanagement.

Dozens of council workers vented their frustration at management via an internal review of council operations with their comments posted on the council's website.

Newcastle general manager Lindy Hyam requested the comments to help determine the council's sustainability review, saying staff ideas were part of building a "winning culture".

The comments that have been made public have angered some staff who have said they believed submissions would remain for internal use only.

"The bullying culture needs to be dealt with. The hygiene of the organisation needs addressing," a comment said.

A key finding in the council's sustainability review identified the need to tackle the incidence of bullying and harassment.

"The first step to dealing with it [bullying] is recognising that it exists . . . It is now being addressed and will be a priority for the new team of directors to be appointed in the near future," Ms Hyam said yesterday.

Other comments described the human resources team as an impediment, said managers were creating barriers to change and a lack of communication was "getting in the way of achieving outcomes" for the community.

"I would encourage the General Manager, Lord Mayor and councillors to get out and find out about the Newcastle City workforce. They need to realise that they also represent the workers here at Newcastle City Council. We make the wheels in council run," one said.

Criticism of management was compounded with the accusation it ignored poor quality in service delivery.

Ms Hyam said all comments were considered in establishing the council's sustainability review.

She viewed about 150 staff submissions with two external advisers from the review team, who summarised comments and removed identifying characteristics before posting them online.

"A vast majority of the notes were very positive,"a council spokeswoman said.

The Newcastle Council is to busy getting kick backs from Con Constantine to worry about the staff. No cash there!

And how much did these two external advisers cost to review the bleeding obvious?

I believe there is extensive bullying by council management. This also includes the community who are constantly bullyed with gross untruths, coverups and failure to engage in genuine and transparent consultation. One of the bully tactics is using emotive community issues as decoys whilst the bullies slip into place their wishes. Whilst the community is concerned about Blackbutt and the Loft what is really going on? Even the new GM is the subject of the bullies. Lindy cannot reduce or redeploy the staff. It's like having everything on the table and a bikie gang guarding one end!

Good to see some proper management at the Council after decades of neglect. How many rorts have been rewarded in the crazy Newcastle council special industrial awards over the last 16 years? Time to find out. This is an important ext priority for the "mandate for Change" team. Don't ask the old senior management team to help in the investigation. you'll get nowhere! ditto the current union delegates. Just review the key performance indicators that underpinned the false pay rises.

Surprise, surprise - not really. Bullying has existed in this council for many years starting from the very top down. Demands like"that is the result I want - don't come back telling me why it can't be done - find a way to do it" Behaviour of this nature when coming from the very top soon flows down through the ranks with similar demands from managers and even the plebs to those they consider subservient to them both within the staff and the community generally. From what we now read there is a GM prepared to take on the employee bullies and union bullies together with the incompetent to present the ratepayers and citizens of this city with a council administration in which they can have both trust and confidence. Bullying in the chamber also requires cleaning up with the robe and chain wearer showing respect towards his fellow councillors, particularly when he may be in the wrong or not getting his own way during debate or with final decisions. It is now clean up time - not with the domestic broom, but with a large front end loader.

All senior management positions should be re-advertised every four years. Under the current situation with long term senior positions, these people believe they are above those they should serve. Get rid of them.
